State monopoly
No longer. The state alcohol monopoly (Tekel) ended: its alcohol division was privatised in 2004 as Mey Icki, which Diageo bought in 2011. Tax collection passed to the Turkish Revenue Administration. A high special consumption tax and an advertising ban remain.
The market
Alcohol is widely available despite a mostly Muslim population, and raki is the most popular alcoholic drink. Domestic beer brands include Efes Pilsen, Bomonti and Marmara 34, and international lagers are brewed locally. Local wine producers include Sevilen, Kavaklidere, Doluca, Corvus and Kayra. Ankara whisky, the only Turkish whisky, ended production in 2011.
Making spirits
Rakı dominates domestic distilling. The state monopoly Tekel began grape-based rakı production in İzmir in 1944 and was privatised in 2004, with its rakı brands passing to Mey Alkol, now Mey İçki, owned by Diageo since 2011, which is the largest rakı producer (Yeni Rakı, Tekirdağ, Kulüp, Altınbaş); other major producers in 2025 were Efe, Burgaz and Tariş. By law at least 65% of rakı's alcohol must come from suma (grape/raisin spirit), re-distilled with aniseed.
Importing
Not verified in detail. Spirits face a high special consumption tax (ÖTV) that keeps prices high and has narrowed the market since 2013; domestic advertising and promotion of spirits are banned.

Sale restrictions
Under the 2013 alcohol law, shops, mini-markets and kiosks may not sell alcohol 22:00-06:00, no sale within 100 m of schools or places of worship, and sale is barred on motorways, in petrol stations, hospitals and sports venues; public drinking is banned in parks and streets (Sofia Globe, Sept 2013; check later amendments).
