Import rules
All distilled spirits imported from abroad (BIO) or other Indian states must enter through licensed bonded warehouses or designated FL-2 wholesale depots. Consignments require individual digital transport/import permits generated on the state EMS. Every bottle must carry an official Uttarakhand high-security excise hologram or track-and-trace barcode strip stamp. Shipments must be accompanied by a Certificate of Origin, Certificate of Analysis, and customs clearance proofs.
Import duty on spirits (HS 2208)
150% Basic Customs Duty (BCD) on spirits under HS heading 2208, with specific concessions (e.g., 50% BCD on bourbon whiskey under Notification No. 14/2025-Customs); applicable central cess/surcharges apply at national customs clearance.
Excise and taxes
Potable liquor is outside India's GST. Uttarakhand levies state excise duty (specific slab based on declared EDP/strength per bulk or alcoholic litre), assessment fees, Pratiphal (consideration) fee, hologram/track-and-trace fees, a 2% development cess, and state Value Added Tax (VAT) around 20% on the landed wholesale cost.
Retail and distribution
Privately owned retail liquor shops (FL-5 vends awarded via e-tender, lottery, or renewal formulas), licensed departmental stores in permitted commercial zones, and on-premise bars (FL-6 / FL-7 hotel and restaurant bars). Wholesale licenses are restricted to Uttarakhand residents. Retail vends observe designated operating hours (typically 10:00 to 22:00/23:00) and must close entirely on notified dry days.

Labelling
Labels must clearly display: brand name, spirit category, alcohol by volume (% ABV), net volume in ml, batch/lot number, date of bottling/manufacture, complete name and address of manufacturer/bottler/importer, FSSAI license number and logo, state excise hologram/track-and-trace QR code, 'FOR SALE IN UTTARAKHAND ONLY', and mandatory statutory warnings in English and Hindi: 'CONSUMPTION OF ALCOHOL IS INJURIOUS TO HEALTH' and 'BE SAFE - DON'T DRINK AND DRIVE' ('मदिरा सेवन स्वास्थ्य के लिए हानिकारक है').
Advertising
Direct advertising of distilled spirits across television, radio, print, outdoor billboards, and internet channels is prohibited under the Cable Television Networks Rules, ASCI self-regulatory guidelines, and state excise rules. Brand-sharing and surrogate advertising are closely restricted by the Central Consumer Protection Authority (CCPA). Retail stores are forbidden from using external decorative illumination or street-facing promotional displays.
Legal definitions of spirits
Regulated under Food Safety and Standards (Alcoholic Beverages) Regulations, 2018. Distilled spirits (whisky, brandy, gin, rum, vodka) must have a minimum alcoholic strength of 42.8% ABV (75° Proof) for standard IMFL/foreign liquor and 36% ABV for country liquor; neutral spirit/ENA must contain a minimum of 94.8% to 96.0% ABV.
Dry or restricted areas
Extensive municipal and pilgrimage prohibition zones exist, including within a 7-kilometer radius of Har Ki Pauri (Haridwar), the Rishikesh Municipal Council area, the Char Dham pilgrimage circuit (Badrinath, Kedarnath, Gangotri, Yamunotri), Hemkund Sahib, and a 1.6 km protected radius surrounding designated shrines like Piran Kaliyar, Nanakmatta, and Reetha Sahib.
Recent changes
- Implementation of a multi-year excise framework (2025-26 through 2027-28) permitting existing retail shops to renew licenses by payment of an annual uplift (4% for foreign liquor vends, 2% for country liquor vends) instead of fresh annual lotteries.
- Introduction of personal home mini-bar licences costing ₹12,000 annually for individuals with five consecutive years of filed Income Tax Returns, allowing home possession of up to 18 litres of foreign liquor and 9 litres of IMFL subject to dry-day rules.
- Enactment of strict retail provisions penalizing sales over Maximum Retail Price (MRP) with licence cancellation, and reserving wholesale liquor licences exclusively for permanent residents of Uttarakhand.
- Reaffirmation of strict prohibition zones within a 7 km radius of Har Ki Pauri and across the Char Dham pilgrimage corridors.
Opportunities for exporters
Substantial year-round tourist and hospitality traffic in destinations like Dehradun, Mussoorie, and Nainital sustains healthy consumer demand for premium Bottled-in-Origin (BIO) spirits. However, foreign exporters must navigate high federal tariffs (150%), mandatory annual state-level brand registrations, and supply exclusively through resident wholesale licensees.
